We got stopped by the police last weekend (Oct 2010) Police is not sure yet if you are allowed to dive here. It is forbidden to swim and therefore very unlikely that you are allowed to dive here. Police is additional afraid for terrorism. I asked the police to drop me an e-mail about the rules. As soon as I hear back from them, I will update the information.
